Searches for filer and non filer, ATL FBR, ATL status check, active taxpayers list and FBR active taxpayer listusually have one practical purpose: to confirm whether the taxpayer currently appears active on FBR's income-tax ATL.

An NTN or CNIC-based FBR registration identifies the taxpayer, while ATL status reflects the taxpayer's current position under the applicable return-filing rules. A person may therefore be registered with FBR but still show as inactive on the ATL.

FBR Active Taxpayer List Is Updated Daily

FBR announced amendments to the Income Tax Rules in October 2024 under which the ATL moved from weekly to daily updating. Taxpayers who meet the applicable filing requirements can therefore be reflected without waiting for the former weekly update cycle.

A taxpayer who files after the due or extended due date may still enter the ATL after satisfying the applicable late-filing surcharge requirement.

Why FBR ATL Status May Show Inactive or No Record

A negative ATL result should be investigated rather than guessed. Common explanations include:

The relevant income tax return has not been filed.

The return was filed for a different tax year from the ATL being checked.

The return was filed after the due or extended due date and an applicable ATL surcharge remains unpaid.

The taxpayer is registered with FBR but has assumed that NTN registration alone creates active filer status.

An incorrect CNIC, NTN or taxpayer category is being used for verification.

A company or AOP has an Iris, registration or return-filing issue requiring correction.

The user is checking the income-tax ATL when the actual issue concerns sales-tax active status.

A recent filing or corrective step has not yet been reflected in the record being checked.

ATL Surcharge for Inclusion After Late Return Filing

FBR currently publishes the following surcharge amounts for ATL placement after late filing. The applicable tax year and current law should be checked before payment.

How to Restore or Correct FBR Filer Status

STEP 01

Check the Current ATL Result

Start with the actual FBR status. Use the online verification service, SMS 9966 or the downloadable ATL instead of relying on an old screenshot or verbal statement.

STEP 02

Confirm CNIC, NTN and Tax Year

Verify the correct identifier, taxpayer category, Iris profile and relevant tax year. Registration and ATL status are related but not identical issues.

STEP 03

Review the Income Tax Return

Confirm whether the required return was submitted for the relevant period and whether connected declarations, including a wealth statement where applicable, were completed correctly.

STEP 04

Check Late-Filing ATL Surcharge

Where a return was filed after the due or extended due date, determine whether the surcharge for ATL inclusion applies and whether the correct amount has been paid.

STEP 05

Correct Record or Filing Problems

Incorrect profile particulars, unresolved Iris credentials, duplicate registrations, wrong tax year or filing defects may need correction before the status can be relied upon.

STEP 06

Recheck the Updated ATL

FBR moved the ATL to daily updating in 2024. After the required filing, surcharge or correction has been processed, check the official status again.

Can overseas Pakistanis appear on the Active Taxpayer List?

Yes, where their Pakistan tax position and filing obligations result in ATL inclusion. Residence abroad alone does not determine the answer.
